Tarkov Population Census Quest Requirements and Goals

To start this quest, make sure your character has reached level 12. Of course, this is the first requirement that you must fulfill first.
Meanwhile, the main task of this quest is to find journals containing data on residents scattered across the Street of Tarkov. If all have been collected, you must submit the journal to the Therapist.
Keep in mind, this quest requires precision in finding the journal's location, so make sure to check each room carefully.
Housing Department Location (Where the Journal is Located)

This journal can be found in the Housing Department, a building located in Streets of Tarkov. To find its location, you can start by looking for the Pinewood Hotel located on Primorsky Ave.
After finding it, enter the courtyard area across from the hotel. Usually, there is an arch with a pirate flag that becomes unlocated.
Inside the courtyard, look for a yellow building with a children's playground in front of it. This building is where the Housing Department is located.
However, you need to remember that this area is often inhabited by Scavs. Therefore, make sure you are always ready to face battle.
Journal Spawn Locations

Furthermore, this journal can appear at several points inside the building. Some potential locations to look out for are as follows:
First Floor
On the first floor, the journal can be found on a bookshelf in the first room after entering the building. Additionally, there is a chance that the journal will appear on a computer desk in another room.
If you don't find it in either of those locations, try checking the reception area, especially near the plant on the desk. Some players have also found the journal on a desk with a table lamp.
Second Floor
On the second floor itself, the journal often appears near the collapsed bookshelf. So, if you haven't found it on the first floor, immediately go upstairs and check the area carefully.
Since this journal spawns randomly, it's a good idea to check every corner of the room to make sure you don't miss it.
Tarkov Population Quest Rewards

If you complete this quest, you will get some prizes that are quite interesting.
The main reward is 6,900 EXP, which is enough to help level up your character. In addition, your reputation with the Therapist will increase by +0.02, and you will receive 35,000 Roubles, an amount that can be increased if you have an upgraded Intelligence Center.
In addition to the main prize, you will also get 2x Salewa First Aid Kit and 2x Medical Tools, which are very useful for healing in the upcoming battle.
Not only that, completing this quest will also open access to the next quest, namely Urban Medicine.
