After much anticipation, Valve decided to Dota 2 buffs one last time with a big patch before The International.
The priority of the patch is usually balancing abilities, items, and synergies deemed too strong. On the other hand, Dota 2 buffs are also handed out to bring underutilized heroes to the fore, or to encourage a certain type of meta evolution.

Tinker
Tinker has gone through some basic changes in the new dota 2 buff patch. Some argue that Tinker is worse due to the lack of a stack farming mechanism.
Not having March of The Machines before mid game will indeed make it difficult for the core Tinker to recover in a tough match, but free teleporting with Rearm adds a lot of possibilities.
Tinker is now great as a starting ganker, a buff hero due to the new base Defense Matrix ability, and a mana battery due to the possibility of Greaves-Rearm synergy.
Bane
Bane has been relatively untouched in the last few patches. It also has no place in the tournament meta in the Dota 2 TI qualifiers and two Majors this year.
But over the past few patches, a series of cumulative buffs have made Bane a solid choice against the easily mountable Dota 2 cores.
After the change to Nightmare, which deals Pure damage over time now, Bane with three points in Q and E is a nuisance until the end of the game.
Monkey King
Monkey King has broken boundaries when it was first released as an exclusive addition to the latest Dota 2 buff 2022.
It's highly unlikely that Monkey will maintain overly strong stats from its early days, but the current patch has made Monkey much better now.
Tree Dance is significantly faster, opening up Monkey's viability as a position 4 in Dota 2 again. The reworked Shard upgrade is also a welcome addition, making Monkey a good choice against burst-heavy heroes like Shadow Fiend.

Lich
Aghanim's Sinister Gaze upgrade, making other abilities castable, gives Lich a high limit to late game scalability.
Coupled with the Chain Frost and Frost Blast buffs, this easily makes Lich one of the main supports of this patch.
Bounty Hunters
Changes to Shuriken Toss make Bounty Hunter much more economical in terms of Mana Sustain. The buffs seem to be pushing the bounty towards Aghanim's Scepter build.
However, it practically pays for itself in terms of gold investment, thanks to Dota 2's unique mechanics of stealing gold on spell attacks. 400 nuke Magic Damage connecting between tracked targets, is no joke mid game.
