Fatui is a diplomatic organization originating from the Snezhnaya region and also has large military power. 

This organization is led by The Tsaritsa, as Cryo Archon, and also 11 high-ranking officials who are referred to as Fatui Harbinger.

The Fatui Harbingers are sorted based on ranking which is most likely due to the strength they possess and also the time when they were appointed Fatui Harbingers.

Dottore is ranked 2nd in Fatui Harbinger where the first seat is occupied by Jester as director of Fatui.

Il Dottore himself also has an alias or codename as The Doctore when carrying out his duties.

Having a Dream to Create God

The interesting thing about Dottore is his ambition to create humans who are equal to the Archons, the name of the gods in the game Genshin Impact, even defeating Celestia and Heavenly Principles.

On one of the artifacts Pale Flames the Wise Doctor's Pinion section implicitly tells a bit of Dottore's past.

Dottore considers humans and machines not that different. He considers that if human performance is improved, they will be able to surpass God.

One of the originators of this thought was Aranara. Several humans who were the subjects of his research were helped a lot by Aranara.

This is what makes him think that Aranara has super powers and it would be great if humans could be 'designed' to have powers similar to these creatures that guard the Sumeru forest.

It was based on that ambition that Dottore finally made Scaramouche, or what is now known as Wanderer, Shouki no Kami, the new god for Sumeru.

Shouki no Kami or God of Sanity was created with the aim of creating an artificial god to replace Dendro Archon by using the power of Electro Gnosis.

However, this project failed because Nahida and Traveler succeeded in defeating the god by reclaiming Gnosis from the Electro Archon.

Has a Partner Relationship with Pantalone

Dottore has a partner relationship with other fellow Fatui Harbinger members, namely Pantalone. This is quite unique because Fatui Harbingers usually move individually.

Pantalone or Regrator has a difficult past, causing him to feel that the gods and gods are not treating him fairly.

Dottore also has the same past where he felt he was treated unfairly.

Pantalone's dream of wanting to "overthrow the natural imbalance between gods and humans" is similar to Dottore's dream of creating humans equal to gods. This is the reason that makes the two of them partners.

The owner of the real name Zandik previously studied at Sumeru Akademiya. As a researcher, Dottore has thoughts that are beyond reason and tend to be dangerous.

A place called Dar al-Shifa that you can find in the desert has many traces of Dottore's inhuman research before becoming Fatui.

Dar al-Shifa was previously a hospital used to cure a disease called Eleazar.

Zandik is involved in medical research to cure patients infected with the disease. However, the methods used by him were inhumane.

Various records scattered in Dar al-Shifa state that one of the research subjects named Abbas recovered from Eleazar's disease.

However, the method used by Zandik to cure Abbas was to use remaining body parts from previous patients or subjects who failed or died.

Dottore also conducted research using humans as subjects in Mondstadt. He defeated a dragon named Ursa the Drake who made Mondstadt 'in debt' to the Fatui.

Dottore used this opportunity to recruit the people of Mondstadt to become research subjects without knowing the purpose of the research he was conducting.

Apart from that, Dottore also tortured Collei under the guise of research. Collei who was suffering from Eleazar's disease was cured.

However, Collei was used for various research before finally being rescued by Amber and Cyno.

One of the Main Causes of the Tatarasuna Tragedy

Dottore, with instructions from Jester, plans to bring an artificial doll Raiden Shogun named Kabukimono, known as Scaramouche or Wanderer, by planning a disaster at Mikage Furnace.

Niwa Masahide, a person who was friends with Kabukimono, was a military leader. He was forced into the Mikage Furnace to fix the problem.

Dottore spreads the slander that Niwa ran away from the problem, killed a worker, and told Kabukimono to clean up the Mikage Furnace disaster with Niwa's heart which was said to belong to the murdered worker.

Kabukimono, who felt betrayed by Niwa, finally chose to follow Dottore by joining Fatui Harbinger.

Dottore then made Scaramouche as a research subject until finally becoming an artificial god with the name Shouki no Kami.

While researching Scaramouche, Dottore also studied how Scaramouche was made and eventually made several duplicates of himself of various ages to conduct research in various places and different times.
